NCRMP – Kerala:
Implementation of NCRMP in Kerala has been approved in Phase-II of a Centrally Sponsored Scheme. The central share is being funded by
the World Bank as an Adaptable Programme Loan with an International Development Association (IDA) credit. With the support of Ministry of Home Affairs, Government of India and the World Bank, the Government of Kerala through Kerala State Disaster Management Authority is implementing National Cyclone Risk Mitigation Project (NCRMP) Phase II in the nine coastal districts of Kerala. The project seeks to achieve its objectives by undertaking the following structural and non-structural measures and has four components, they being:
- Component A: Early warning dissemination systems – ~₹66.83 crores (100% World Bank grant): The state intents to augment its existing communication systems for disaster management and ensure to near last mile connectivity of the early warning alerts and messages.
- Component B: Cyclone Risk Mitigation Infrastructure – ~₹60.00 crores [₹45 crores World Bank (75%) & ₹15 crores State Government (25%)]: the State intends to construct 14 Multi-Purpose Cyclone Shelters (MPCS) across the coastal districts of the state with an aim to enhance the resilience of the community towards various coastal hazards. MPCS will be designed in such a manner to function as community halls, school classrooms, or vocational training centres etc. during normal times. Maintenance and functioning of these MPCS in normal times will be vested with the local community. MPCS will serve as nodal point for carrying out post-disaster response and relief activities. These MPCS provides temporary protection to the communities when they are evacuated from their homes during an event of disaster.
- Component C: Technical Assistance for Cyclone Hazard Risk Mitigation, Capacity Building, Knowledge Creation and Shelter Level Training– [~₹8.53 crores (100% Central grant) ] : For the long term sustenance of the goals of the project, it is necessary to empower the community and institutions through policies and practises, public awareness, training and education. Community empowerment and participation plays critical part in long term maintenance and functioning of the multipurpose cyclone shelters constructed in the project, both during emergency situations and normal times. The objective of Component C is to help understand risk and vulnerabilities better, and prepare the key institutions and the community for addressing them effectively across the State of Kerala.
- Component D: Project Management & Implementation Support – ~₹7.8 crores: Administrative funds
